Mayor Teresa Jacobs ousts top Orange County staffers PDF  | Print |
Bringing sweeping change at the top levels of government, Mayor Teresa Jacobs has removed Orange County's growth-management and public safety chiefs, and another key veteran from former Mayor Rich Crotty's tenure.

Many details have yet to be worked out, but some things are clear.

Deputy County Administrator David Heath, a key architect of most major growth decisions and policies under Crotty, is gone. So is Deputy County Administrator Sharon Donoghue who, among other things, helped craft Orange's side of a $1.1 billion downtown arts and sports venue plan with the city of Orlando.

Both will be replaced but the duties of the jobs will change.

Public Safety Director Mike McCoy, a former Orlando police chief who managed county fire and jail operations, had his post eliminated.

Jacobs is "flattening out" the county's organizational chart to find salary savings and greater efficiencies, one official said.

The shakeup shrinks four top-level slots by one, re-tools outreach efforts under a new public engagement office, and creates the job of ombudsman to field complaints from workers and the public about possible wrongdoing within the government.

Jacobs also plans to elevate economic development duties.

An earlier major staff decision was made days after her election in November when she kept County Administrator Ajit Lalchandani. However, Jacobs has basically removed three top administrators who reported to him.

Jacobs could deliver a "second wave" of staff changes as budget talks pick up this spring.
